Walter Earl Banks was born on February 25, 1918, in Albemarle County, Virginia; he was the son of William Cleveland Banks (1888-1942) and Hattie B. (Johnson) Banks.  Walter married Iona Madolia Scott in Esmont, Virginia, on November 3, 1940.  Walter passed away on March 1988, in East Orange, New Jersey.
